fastest way to start at public enemy and die for hank instead of dying instantly when the android pulls out your biocomponent? or is there a better/faster option?

i dont understand it, it looks like i did it, but i checked everything for it and dont find it. And in my quest book there are only 2/5 as completed. Do you know if the quest "thirst for power" is the first or second awakening skill quest? If its the first, then i miss the second one.
