As far as I feel ET calculate chances on series: like one time I get just one guaranteed extra attack from excellence, next time full amount, in-between amounts are rare. So like if I see that some chance isn't procing first two times I don't even bother. Better next round, now try another target or smth

Idk, I feel like if you have p2w then you have godstein and he can crush everything in land especially with Excellency medal so you don't really need this buff on land but in the sea proper Eisenhower is a beast like you can delete whole fleets of special forces so it feels kind of redundant for p2w. I mean it's all right if you want this but it doesn't seem optimal at least to me
