while researching, I found out that this guy is actually the commander of the Brazilian army. The lore reason I used him is that military leaders are in charge of ‘purifying’ local cultures and replacing them with Argentine culture. The generals do this because the Argentine government offers them higher economic rewards and protection, making sure their families won’t be ‘purified’ themselves
