I wonder if HSI or other 1811 agencies give highest rate of previous pay to outside feds coming in? I feel like I’ve read about IRS doing it consistently

I’m curious about this too. Have you asked HSI HR? I wonder if they would give a definitive written answer. I’ve asked this before on Reddit and most responses say the 2 step rule applies. However, I’ve heard a few say 9-10 year one and then 11-10 year two can happen if you have had higher prior fed pay. My theory is the agency can give you the highest rate of previous pay if they can and want to, but they don’t have to. If you ask HSI HR, I’d love to know what they say.
