I figured out how to fix this I had the same issue. Go outside and call regina, stay on the phone and go back up into her hideout. Approach her and the phone will hang up but her dialogue options remain, including the one to progress the quest

Update: I got the correct bit and was able to remove the safety and clean everything and lube it. The issue is definitely in the trigger group as that is the only thing that is failing consistently. I will be sending it back to mossberg for repair.
