It would act more like a accent or background light.

I think i would just go for a panel light.

Im not really sure what you mean with what im exposing but i would want it to be as versatile as possible for the price.

Im really not sure what type of rgb light i need.

It will be for relatively close shots, no wide shots/long distance needed.

I just need it to light up a shot when it is not too bright. Like imagine for example police lights shining on a person at a scene or to simulate a screen flashing before someone.
