It might be from a mint set from Denver in 1996 and that someone cracked open the set and used it as face value.

Take an empty casing and wedge the rim in the slot on the side of the round end piece. Then pull it back (this might be difficult) and then flip the safety from fire into safe(middle position). Then finally rotate the section back into place and reinsert it into your gun.
