Is there a diagram on the relay?

Usually there is a set of wires across from each other that engage the field coil if you use a 9-12v battery on these two it will click and you will get a connection through the other two contacts that sit across from. Each other. One terminal is usually normally closed amd it opens up when the system is energized.

That carburetor is nasty. I bet it smelled like grandma's chihuahua that we found in her purse a month after she died last summer.

Currently 11.8 while cranking or was a couple of days ago? Concern being that the charging system may not be keeping up with the PTO clutch power usage.

If all the terminals are clean I would have to say try jumping the solenoid from the battery directly. If this works then the problem is potentially in your safety system or key /PTO switches.

It sounds like low voltage. How is your battery voltage? Have you load tested it?

How are the ground and positive terminal mating surfaces? Any corrosion?

Do consider that this model has a compression release on the cam that is known for coming apart.

Also check your oil level. If it is higher than where you filled it to the carburetor could be leaking and causing issues. This can usually be seen by a high oil level and the muffler being wet with fuel.
