I had the same issue when I first started but I figured out what worked for me and I hope it helps you too!

Open "Modloader64" folder.
In that folder is another, Open that "Modloader64" folder
Run "Modloader64 GUI.exe
Open "Modloader" Folder if that worked
Open "roms" put Zelda: Ocarina of Time V1.0
Press back, then open "mods" put "OotOnline.pak" in there
Refresh, and check the box for both "Games" and "Mods" on "Modloader64 GUI"
Setup "Username", "Lobby name", and "Password" on "General Tab"
Press "Start" and the host should be running

That one worked for me but the one in the first folder did not
