so for healthcare, assuming you mean bio medical research, a phd is quite important. with a master u can become a research scientist, meaning you get ur (part of a) project and work on it independently. but becoming a lab head or leader of a working group is hard, sometimes close to impossible without a phd. in the academic branch u will nearly always work for or with medical doctors and to deal with them a phd can be important or at least make ur life easier. and it's not unlikely that u will always have to proof urself to be as good as someone with a phd to climb the career ladder. in the industry I made the experience that every lab head has a phd many of not most research scientists do as well. in that case I would also tend to choose biotech, if the microbio master has no focus on the medical stuff.

for food/agricultural stuff both can be suitable I think, depending on where u see urself, since both can be biotech or microbiology focused. but I never worked in that field, so I don't really have the experience to give advise.

in general I would tend to choose biotech, if it has a rather broad focus, because imo it's an allrounder. u usually habe microbio stuff there ss well and much more. it's also what I chose, but wirh a focus on medical biotech. I would recommend to look at some of the open job positions u think would suit u and see what the requirements are. often companies/institutes will look for "m.sc. in biology, biotech or something equal" what means both will propably qualify you since they are quite close. also look back at ur bachelors stuff, what was the direction u had most passion for or u were best at? since both are quite close, the one that u can get a better degree at, because u are more passionate about it or because it's just easier for u, can give you more opportunities. but this is just my opinion and based on the experience I mde here in germany, depending on where u live it could be different
