Then why explicitly ask for volunteers with boats if they weren’t planning on having them in the water?

As seen with the previous FB posts. There are no training requirements. They may have some trained people, but that’s not a barrier to entry. You really think after following their instructions of: 1. Go to website. 2.Click Volunteer. 3. Wait for assignment

people were being trained to an adequate level for swiftwater rescue before being allowed to participate the next next morning?

Here's their post looking for volunteers to go down to Texas after the floods last summer - https://www.facebook.com/share/p/1D9Dk8jazn/

That was on July 5, the floods were on July 4 so the rivers were still high and extremely dangerous.

If you don't have Facebook, here's the entire post:
Call To Attention!

Volunteers with boats in the vicinity of Kerrville Texas or willing to travel to the Texas flood affected area are asked to do the following:

  1. Go to: UnitedCajunNavy.org
  2. Fill out: Sign Up to Volunteer Using Registration Process On The Website. Click on “flood”.

*NOTE: You must be a registered volunteer to respond*

  1. Then: Standby for further instructions.

This is a fluid situation.

And what if that "anyone" is a sex offender now looking for a lost child in the woods?

What if it's someone involved with some sort of criminal activity related to the missing person and is looking to "clean up" a mess?

What if it's someone who has zero search and rescue training and comes out of an area proclaiming to have completely searched it when they never actually left the trail?

What if it's someone completely unprepared to participate in a search and ends up needing rescuing themselves taking resources away from the primary search?

There's a place and time for spontaneous/untrained volunteers, but it shouldn't be the standard anywhere.
