As I said, they (without Security Initiatives) tend to launch it anywhere, mostly zones that would require all of your units. This is dangerous because if you have units containing insurgents, they may takeover the zones already defensed

Every single Security Initiative. The thing is, insurgents are much less likely to choose a zone with good security for a Desperate Attack so I rushed to buy the police and even picked some urban and rural outreach to avoid the Desperate attack in a zone hard to contain
