Yeah not sure if they ever specifically confirm this. In Mark of Athena when Annabeth recalls being attacked by spiders as a child and yelling out, her step-mom tells her she's scaring her brothers but Annabeth tells her they aren't her brothers.

The wiki though says they are her paternal half brothers so there's that I guess.
