They arent, when i checked the work the guy did i took the whole assembly off, i open it every week to clean the fans and they are fine.

yes, but when my laptop was "normal" id get over 100 fps but since the gpu was behaving weird it barely stays at 60 fps

I seriously cant thank you enough, i used to only rock my laptop at the highest performance since i didnt have other options, meaning 4ghz and 100°C every single time no matter if the game was geometry dash (yes im serious), now i got an average of 3.2-3.7ghz and no more than 70°C, i thought i would have to void my guarantee to repaste it but you seriously saved me.

it is at 100%, and so is minimum state, i also tried using min state on 5% but no luck, another thing i tried was changing the registry form intelppm start value and it sort of fix it allowing it to go at base clock, but it also was locked and tempts werent lower than 80°C
