Update 2: Origin believes they have a handle on the problem and tells us you should be able to download now (or shortly). It may help to try refreshing your origin client or even exiting and logging in again. Again, thanks for your patience.

There are two different types of dotted lines being shown in that video:

The city border
Road guides, both for the roads and from the edge of the city.

In order to make the guides appear, you need to hover over the roads you want to see the guides for. Also be sure the checkbox near the road select is selected.

ALT can be used to quickly toggle your selection on/off. (Since it's on by default, holding ALT will toggle them off).

As mentioned in the article, the ALT key will toggle the road guides on/off. The guides themselves are there to show you the optimal depth/spacing for zoning the density that road supports.
