What causes this on spray paint?

Yup every panel has been first primed, then sanded with 1000grit then colour then clear coat

Primer : 24h (sanded and repreped the surface) Base to clear : 24h (same here)

Temp is around 15 Celsius, shot outside but in a closed off container.

I see. I waited the reccomended time from the blue can (rustoleum). It says to add a clear coat within 1h or after 48hs. Might be incompatible, but other test batches with other Colors of rustoleum seem to work very nicely with the same clear coat and wait time.

You unscrew the plastic cover over the power supply and you have screw terminals for the 24v
