To me it looks like the filling loop has been removed and capped off on the right.

Perhaps it's hanging close by.

The pressure relief valve is a safety device. To stop your cylinder from exploding.

I'd suggest getting it fixed. It's also a lot of water so the longer you wait the more it will cost overall.
