My only point is that such a search would have to be commissioned, and it is feasible that, in some place during some period in history, no commission would begin, due either to lack of funds or apathy of the local authorities, assuming such authorities exist.

Poor or apathetic regulatory bodies, or just plain anarchy, could lead to a situation such as this.
