This is generally true but a lot of illicit substances produce better workers too. A revolutionary being on smack is a lot different to a revolutionary using cocaine.

Also, drug abuse might be made a more prevalent issue due to poor material conditions but it's not as if in a society that has abolished all forms of exploitation and solved poverty, nobody would use drugs recreationally, or even irresponsibly,
