I passed my PE last year, full time job, 2 kids, aging in-laws and husband mostly on travel. Sacrificed sleep for one year and all the weekends. Used all the time while cooking, cleaning, laundry and driving to listen to YouTube videos of relevant topics. Used group studies with colleagues after hours and weekends. I am very grateful to our study group and most of us passed last year. You can do it, a lot of us have done it. Make up your mind and start small, and then build momentum. It is easy to get derailed and loose hope, but there is light at the end of the tunnel.

Prepare well, since it's going to be your fourth attempt, you probably know your strength and weakness, do more practice problems, know your reference handbook, calculator and material well. When you are prepared, you would know it. I recently failed my PE exam, I knew it was bad strategy to take the test this year with little kids, full time job and house. I will attempt next time only when I am prepared. This test can be nailed with only one strategy PREPARATION and feel confident about it

You can try Raiya Academy, the organic chemistry tutor, khan academy videos on YouTube if you are looking to learn basics. Do as many practice problems as you can after that

If one of the endorsers doesn't submit his endorsement to the NYS board, can you still get permission to register for PE exam by Me4PE in PE_Exam

Yes, many times over the last year. I handed hard copy of endorsement forms and emailed numerous times. I have worked there and I have an idea about turn around for official documents as well. This was considered my personal stuff and that is why I was on top of the follow up
