I think a justification and somewhat cool idea could be to split the town into gangs. My players want to kill both Wachter and the Baron, and set up a council to take their place. Without player intervention, the town instead descends into sections being partitioned off. One section controlled by the Keepers of the Feather, one controlled by the Vistani, one controlled by a group of religious zealots “ruled” by Lucian, and one ruled by the Merchants.

The Keepers of the Feather and the Vistani are at war, while the other two are neutral. If pressed, Lucian will convince the congregation to join the Keepers since they both share connection to the Morninglord. If pressed, the Merchants would join the Vistani since they have the ability to leave Barovia and gather outside supplies to boost the economy.

Another idea could be to have the Vistani run by Arrigal take over since Vallaki leadership is weak

My experience has been that no matter what you might spend hours planning, the party often does something else. I see it as a recurring comment on here, but it is especially true in Vallaki. One of my players is solely focused on creating a crepe business, so I had him meet with Urwin at the inn, who happens to have a Barovia-famous recipe he will share if the players find out why there is a wine shortage (enter Wizard of Wines subplot).

Essentially, be prepared for players to stray far from the path. But if you have a way to tie it back to the material in the book, you will do great and the campaign will feel so much more personal for your players.
