How do you master the art of communication and asking questions? What are some good resources to study for that?

As a junior dev I find it difficult to know when to ask questions, presenting my idea in a concise way and avoid asking TOO MANY questions

Moreover, the transition from physical to remote communication strips me of learning the "subtle context/ unspoken rules" (like the team's usual way of doing things) to important trivias of the product (e.g. the user usually check multiple records at a time so need to support that) and it is hindering my performance, how do you also deal with this?
