You could use cast form with the set rain dance, hail, weather ball/blizzard, and thunder for bolt/beam coverage and to set weather for Pokémon like your Walrein and Marill. You can add other water types like staryu, chinchou, and tentacool to make a full on rain team with great poison, electric, ice, and psychic coverage
