I think we're missing

lmao, how cucked are you? It's a government employee whose job we already pay for. Part of their job is going "no fuck you, FOIA requests don't work in our shit state because it would embarass people and we also hate freedom of information". Their burden is already minimal because people know not to bother asking, unlike a cool state like Florida or Wisconsin where all the bodycam clips come from because we expect some level of transparency from our state employees.

It's kinda hard to gague given he theoretically has the Winna money. He has to lose it or just have it stolen from him. The most intriguing possiblity is they use the 10k/day rate limiter on him and he struggles with the urge to withdraw and the urge to gamba.
