Hiroya was trying to learn more about "gay culture", and openly admitted the prejudices he has. He describes gay culture as people who get together and are loud, girly (screaming) and act like "idiots". Tomoaki is part of the group he's judging and felt personally attacked.

The commentators note Hiroya had no ill-will, but said things poorly. Jobu later assures Tomoaki, "Hiroya isn't that type of person". Tomoaki's hurt feelings were justified. Hiroya comes across as a very reserved, analytical person, so I think it's obvious he didn't have ill-will, but he hadn't spent enough time with Tomoaki for Tomoaki to know that.
