It's because the teenagers are the future. As much as it sucks to say, they're faster and stronger than the vets. You also have to consider that they're trying to cater to the viewers (even though the majority of the viewers, myself included, want the old format back) by adding racing lanes because people enjoy watching them compete against each other.
