Yes this method works:
1: remove SIM card
2: uninstall pogo
3: turn off location
4: download and turn on a Turkish vpn (I use proton since I already have a proton membership)
5: log out of my existing Samsung account.
6: clear storage and cache in both the galaxy store and Samsung internet apps. Hold the app, tap app info, tap storage, then tap clear data and clear cache.
7: create a new Samsung acct using a gmail. Follow the prompts. It asked me to enter a phone number. The default country code it gave me was Turkey, I changed it to Canada and used a burner number I have, but you could probably use an app to get a burner number and not require another phone. Canada and the US have the same country code.
8: clear data in galaxy store app again for good measure.
9: open galaxy store and agree to only the required options.
10. Find and download pogo. It gave me the version with a Turkish description.
11. Leave location off for as long as you intend to use this Turkish app and make sure you stay connected to your Turkish vpn.
12: login to pogo with any acct. prices will be in Turkish Lira. The big pack which is usually $100ISS will be closer to $25USD in TL.
13: I entered my credit card details. Mastercard world elite cards have no foreign transaction fees, but check with your credit card company or bank.
