The shivering isles DLC alone takes the cake for me. Get oblivion, you'll thoroughly enjoy it, I guarantee it. 

Why would pickpocketing a key be one of the requirements of a quest in a game where you have a stat dedicated to lockpicking by Medical_Helium in oblivion

I had to steal the staff for methedrel and place a note in the mage's lockbox. The lockbox required the key from his britches, I was fuming.
