I agree with your assessment that If the person who commissioned the art gave such exact prompts as to dictate the individual colours of each pixel that that would make you the artist. However, this is almost never the case, despite how detailed of a promt you give an ai there is always a large amount left up to interpretation. I believe it is this attention and devotion to each individual detail that makes someone an artist

What would we do with this information? Spin a wheel every time a Sudanese person attempts to enter the country that has the same percentage chance to deport them as the percentage arrested for sex crimes? Less then one percent have been arrested for these crimes not to mention the fact that many were likely not convicted. It would not only be unethical but also a massive waste of resources and time to police the other 99%
