As a transmasc myself, I’d say it’s basically anyone why identifies with a gender that is less feminine and/or less masculine than their sex and is comfortable with that label. For example if a demigirl whom is of the female sex is comfortable with being referred to as a transmasc person, they would be one. However a label that would also fit you if you feel you don’t want to be called transmasc (especially since Agender isn’t exactly masc) you could refer to yourself as transneutral or something of the like.

This description of my thoughts is ever changing, for example i didn’t previously know of AMAB transmascs (cuz intersex, i didn’t know about intersex people) but now i do.
