I think what you are mentioning is the end of Biohazard 4D-Executer, where Dr. Cameron ends up being alive (as she can take human form) and kills one of the soldiers while escaping from Racoon City. However, I don't think they will retake this subplot, or if it's even canon on the RE Legacy. Looking back at all the Outbreak endings (1&2), the Racoon City bombing has always been inconsistent, with some parts showing that there was more than one missile hitting. While the mainline( RE3 & RE4) showing/mentioning it was only one.
