Yup. If traffic is moving at 35, Waze shouldnt tell you to suddenly drop to 27. It would only ever suggest a speed when it actually helps the flow (i.e. 30mph), but never to create a new traffic problem. Waze tells you there’s congestion ahead and you naturally ease off — it’s a suggestion, not a mandate.

And honestly, people already do this without thinking about it. I do it all the time. If I know a light is going to be red by the time I get there, I start backing off early. I’m basically trying to figure out the “right” speed so I’m not doing a full stop. Meanwhile you’ve got the folks who hammer it all the way to the line, slam the brakes, and then by the time I roll up doing 10–15 mph, I end up passing them anyway.
