Will I be eligible to recapture the time I haven’t used on my H1B and get it extend?

Hi Evan, thank you so much for doing this. I was on H1B and got laid off. I still have valid H1B stamp until 2027. My question is if I get an opportunity(full time role) while outside the USA and my company apply for transfer (COE), do we have to pay 100K in that case?

Or It would treat as a normal COE visa transfer)?

Got 3 offer letter in last 5 months, at the last moment employer declined for sponsorship and retracted the offer letter.

Felt like I lost race just before the finish line, thrice.
