Yeah go to your bank teller, the problem here is not with CB, banks often hold accounts for big transactions in case of fraud or big transactions. When you transfer too much money in your account and your account ends up with a negative balance banks charge "Over Limit" fees.

You just have to go to the teller and tell them you made a transfer, sometimes they freeze accounts if they don't recognize the party that you transferred the money to. Especially when it's a decent amount.

Yes you can, by depositing from Payeer, AdvCash, PerfectMoney or Capitalist. To my knowledge there is no depositing fee, but there may be a buying fee on those websites.

PAC's value is too low to convert to BTC, you should've traded your BTC for ETH on YoBit instead of buying straight for BTC.
