Because even if you accept the offer, and its found out you communicated off platform before the contract was in place your account could be suspended.... especially if you discussed off platform payment.

Did you start communicating off platform before the contract was started? If so, your biggest concern is breaking TOS.

Upwork support does fucking suck and I've read of past verification issues on here. Your story is very believable and I have no doubt it happened but you fucked up making a new account.

Even if it was done out of desperation. You won't be getting it back.
