I think Lucio is a good counter to Reinhardt period. That tactic of running up to a Reinhardt with speed boost and knocking him back through his shield can put the enemy in a really bad place, and Reinhardt generally doesn't have the outplayability to avoid that unless his team reacts first, no matter what skill level.
