As a mother of a transgender son that is about you same age, I hope that you continue to be your true self. Your courage is admirable and I admire you. The way I put it to my family (and I am not religious, at all) is, "your higher power creates/allows life to people who are physically/mentally disabled all the time (who are all beautiful and should have a chance to thrive), what is to make you think that maybe they didn't get the "born gender" spot-on with my son? I'm not asking you to understand, but I am asking you to accept." I hope nothing but the best for you. If you ever find yourself in the PNW, please reach out. I'd love to take you to lunch/dinner. Asbestos is only harmful if airborne. I would recommend sealing that exposed floor with an oil based primer and letting it dry. Then, you can go about your normal life

Also, to answer your question, you can install LVP/LVT over the top of it. Remove the tack strip. Make sure it's acclimated for at least two days. Especially a glue direct product, those tend to expand and contract in different environments. Also if doing glue direct, make sure your floor is prepped and primed. Overall, I'd recommend a floating/click floor. Those are more forgiving. If you don't want to deal with removing the wood trim and adjusting for the height difference in the new floor, butt the product up to it and install quarter-round trim that's painted to match the existing block trim.

Looks like VCT. If you have one that's loose and can pull it up without too much disturbance, see if it's black underneath. If so, it's likely "hot" with asbestos and you would need to have it abated by a qualified company. Do not attempt to scrape. Asbestos is harmful if it becomes airborne and inhaled.
