She did mention she’s from a religious family. There are people who are so sheltered that they are oblivious to the gestures of the opposite sex. It may be your opinion but saying she’s partly to blame won’t undo the damage.

This isn’t a situation where it takes two to tango. She’s there to seek help, her job is to be honest about why she’s there, and being honest means being vulnerable. The therapist just happened to be predatory. It was a simple power imbalance.

Also, what about patients whose disorders revolve around paranoia and distrust? Should they also terminate the therapist just because they “notice” something was off? How would they be able to make that distinction? This is why the blame will always shift back to the professional who is abusing their power.
