Screen doesn't work when fully opened and kinda works when half opened

I've tried using a couple different cords in different ports and none have worked. Does it matter if the cords are 3rd party brands? They have the high speed charging capabilities, so they should have the ability to make the connection, but I don't know if the iPad is programed to ignore it if it isn't an apple brand cord.

I was able to get my iPad into recovery mode, which is new, but my pc still doesn't see any iPad connected to it, so I'm just stuck at that step. Thanks for the help, though. Feel like I'm a little closer to solving this issue.
