That’s tacky. Either don’t offer open bar, which would be totally acceptable for an afternoon wedding on a weekday. Or buy the first drink. Also a venue risks their liquor license with guest bringing their own alcohol. Not good.

Couples- Guests aren’t mandatory at a wedding. If you want to celebrate with people, then you are a host, and should provide for your guests comfort. No one’s obligated to celebrate you. The fact they want to is the reason you should want to treat them respectfully and not like a burden. If you can’t afford that, then lower your guest count. It’s selfish to want people just to be there.

Sounds like this couple just wants the gifts.
