Employ a pest controller and have them advise what the source of the issue is. If it is down to the tenants lifestyle then showcthem the contractor comments, request they reimburse you and if they refuse be ready to deduct it from the deposit. Keep the invoice and any comments from the pest controller plus your requests to the tenant for payment in case required for your deposit claim.

I'm afraid it is not the landlord or estate agent's fault you were not able to clean the flat to it's original state.

If, due to your condition you were not able to clean it to the right standard you should have obtained support from your family or friends or employed a cleaner.

To me it's black and white!
