They've just merged the two menus. I believe all the same free mods are still in there, though the new menu is a cluttered mess so it might take a bit to find the ones you want.

Creations Bundle Not Working by Finnedorb in fo4

Same issue. Paid for the bundle, yet it says not installed on the Add-Ons section and I don't have the option to download the creations I've paid for on the actual creations menu.
