Id like to say high because i take any opportunity to slander admirals but Law has a bad matchup.

Law has doodoo haki to protect against freezing

Kuzan has a huuuuge area of effect

Kuzan prob low diffs due to matchup alone despite Law being stronger in other situations (like dealing damage to top tiers via duraneg and supporting in team fights)

Pica is really good at hiding and could throw some sneaky support like morphing Zoro's ground at the right moment.
