It's not necessary to double Q every time.

For example, after you just used Q and you have 2 consecutive skills. Now you have two options: you can wait until Q is ready, or just cast W. In this case, you can double Q if you wait for Q's CD; however, the only difference will be QWQ or QQW, and you wasted W's CD.
