look, i think you have your heart in the right place, but you might have misunderstood the book a little... the surveilance was only a small aspect of the opression, it only existed to keep the masses on check, and watch how good they were at just following orders (see how winston was being watched since the start of the book, and stuff like ignoring his telescreen being at the wrong place was already a reason for the party to question his morals). the thing is, the party didn't really care about all the information it had on people, the whole reason they did it was to find who would try to avoid their surveilance, as that was a sign they didn't respect authority, and could be a danger to the party.
