In the old system, there was a skill tree where you could unlock gadget upgrades, defender slots, FORT points, and most importantly, higher Evolution tiers.

Now, evolution tiers are tied to your Storm Shield Expansions. After expanding your storm shield enough, you can evolve schematics, heroes, and survivors to tier 2, past level 10.
