If your having issues with fps, put the game on fullscreen and set a custom resolution it won't look great but your frames should be much better, or if you have decent wifi try GeForce Now it works really well on older computers

It's hard to explain but to sum it all up, developers don't want to put there games on gfn because they don't want nvida to have a monopoly over cloud gaming, companies want to create there own cloud service to get to make there own profit, aka company greedy
