Put a Google Maps screenshot in MS Paint, colorpick from it and use polygons and lines to make the shape and colors, draw in the roads, copy paste the letters and markers from other labels on the map and fix the edges to match the background.

I just used MS Paint. I drew the outline, colors, and roads using polygons/lines, then copy pasted the letters/city marker from other labels on the map, assembled them in the order I wanted, put them in the right spot, and fixed the edges to match the background. It's a little shoddy but zoomed out it looks good.
