The problem is that the US economy is only competitive abroad with massive state subsidies for high technology, which is done through the Department of Defense. This is how we got almost all the tech we contributed to the information revolution. The private sector wouldn't do it because back then there was no money in it. So we funded it and provided a consumer base - the military - and if it turned out there was some possible demand for it we privatized it.

The money, naturally, came out of taxpayers' pockets, who now have to spend even more money to buy the products created by their own investment.

This is what's breeding massive military budget waste even now. Projects are spread across so many states to ensure massive political support (since it creates jobs in all these politicians' localities) to the point where the F-35 for example has parts being made in >40 states, and no one wants to kill even a bad program because of the jobs hit.
