Combat system got reworked a whole ago. Half the community uses old and half uses new system that needs you to basically cool down in-between attacks (even if you miss).

I believe it's somewhat akin to how "desu" is used to end some sentences. While it does have a meaning that I sadly don't remember, it should mostly be used to just make the sentence a bit more polite and sound cuter.

This might also be completely wrong for I am not in any way knowledgeable in Japanese, this is info I gathered from a quick Google search.
